East Hampton kitchen remodeling falls under the Town of East Hampton, whose Building Department applications must be submitted digitally through the OpenGov Digital Portal (required since May 19, 2025), or the incorporated Village of East Hampton, which permits separately and applies strict architectural review. There is no summer construction moratorium in the Town Code — Chapter 185 sets a general residential daytime standard of 65 dBA and exempts construction carried on between 7:00 a.m. and 8:30 p.m. from that standard. The Village is different: from May 15 to September 15 it permits Saturday work only from noon to 4:00 p.m., and prohibits Sunday work year-round.

The Town of East Hampton — covering East Hampton, Montauk, Amagansett, Springs, Wainscott and part of Sag Harbor — requires all Building Department applications to be submitted digitally through the OpenGov Digital Portal, a requirement that began May 19, 2025, and accepts no payments at the counter. Since late 2025 the department’s counter and phone access has been reduced to 8:30 to 10:30 a.m., which the Town describes as temporary until two new office assistants are hired. On noise, Chapter 185 sets a general residential daytime standard of 65 dBA at § 185-3A(1)(a) and, at § 185-4B, exempts “Construction activities between 7:00 a.m. and 8:30 p.m. and the associated use of construction devices and to the noise generated thereby” from that standard. Construction carried on inside that window is carved out of the standard rather than measured against it. Under § 185-6A a third or subsequent violation within 18 months carries $2,500 to $10,000, and § 185-6B makes each hour of a continuing violation a separate offense.
The incorporated Village of East Hampton permits independently of the Town and enforces stricter code, with architectural and historic review that can shape a kitchen’s scope. A house with an East Hampton address may sit inside the Village, outside it, or on the line — confirming which controls the review is the first thing we do. Sundays and all federal holidays are prohibited year-round. § 196-1A(10) allows a hardship variance to be obtained from the Village Building Inspector.

East Hampton kitchens split between modern and shingle-style beach houses that want open plans, big islands and sightlines held to the water, and older Village and Springs houses where tight lots, limited staging and historic character argue for a restrained plan. The open-plan jobs are structural jobs; the Village jobs are review-and-logistics jobs.
Seasonal second homes impose the constraint that defines the work here: the kitchen has to be finished before the season, so the calendar is the real deadline. A note on property taxes. New York’s RPTL §421-f Home Improvement Exemption can shield a portion of the added assessed value of a kitchen renovation on a declining multi-year scale, but it is opt-in by locality and the rules (minimum spend, building age, and whether your town or village has adopted it) vary. This is general information, not tax advice — confirm adoption and eligibility with your own assessor before assuming it applies. Separately, the federal residential energy credits under IRC §25C and §25D were repealed for property placed in service / expenditures made after December 31, 2025 under Public Law 119-21, so there is no 2026 federal credit for kitchen items.
The variable that actually breaks a kitchen timeline is rarely labor — it is cabinetry lead time. Vendors we buy from quote roughly four to six weeks for semi-custom and eight to fourteen weeks for custom cabinetry, and as of July 2026 the Section 232 tariff on imported cabinets and vanities sits at 25% with a scheduled increase to 50% deferred to January 1, 2027. Penalties under § 196-3A run $250 to $1,000 for a first offense, $500 to $2,500 for a second within two years, and $2,500 to $5,000 for a third or subsequent within two years. The Town of East Hampton has no equivalent Saturday restriction.
