Westhampton Beach incorporated as its own Village in 1928, inside the Town of Southampton. Unlike unincorporated neighbors such as Bridgehampton, Amagansett and Water Mill, Westhampton Beach runs its own Village Code, Board of Trustees and Building Department. That boundary covers a compact mainland Village bordered to the south by Moriches Bay and Moneybogue Bay, and it also reaches across the water to claim a stretch of the barrier beach along Dune Road, ending at house number 531. Past that point, Dune Road belongs to Southampton Town.
The 1938 hurricane is why this line matters on a water loss. Per the National Weather Service's account of the Long Island Express, about 153 of the 179 beachfront homes standing in Westhampton Beach that September afternoon were destroyed, and 29 people in the community lost their lives. That is the storm that shaped how this coast thinks about flood construction, not the more recently discussed 1992 nor'easter, which struck the separately incorporated Village of West Hampton Dunes, a different municipality entirely. On the call, we establish three things before a truck moves: what the water is, where it came from, and whether the house is occupied.
Rebuilding work inside the Village, including Dune Road up through 531, is reviewed by the Village's own Building Department under Chapter 91, Flood Damage Prevention, adopted by the Board of Trustees in 2009. Work past that point falls to Southampton Town instead, with its own building division and forms. We check which jurisdiction applies before telling a homeowner what the rebuild requires. Extraction decides most of what follows. Every gallon pulled out mechanically is a gallon a dehumidifier never has to chase from the air one pint at a time. Our rule: extract until nothing more comes up, wait for materials to release what they hold, then extract again, using truck-mounted and portable extraction, weighted tools for carpet and pad, and hard-surface attachments for the wide-board and tile flooring found in older Village houses near Main Street and along the bay.
We map moisture before a single fan goes on: meter readings on both affected and unaffected material, plus a thermal scan to trace the wet perimeter. A thermal camera reads temperature, not moisture directly, so it tells us where to point the meter, not a number to report on its own.
Evaporation runs on the vapor pressure gap between a wet material and the air around it. Warm, dry air pulls moisture out of wood efficiently; warm, humid air barely pulls at all, and the South Fork delivers humid air for much of the year, so open windows alone can stall a drying plan for days. The fix is a controlled chamber, added heat where materials tolerate it, and dehumidification sized to the real moisture load. Low-grain refrigerant units handle most residential jobs; for very large or deeply saturated losses, desiccant dehumidification keeps working where refrigerant units stop.
The Village's building stock ranges from early twentieth-century summer cottages and Colonial Revival houses near the Village core to newer construction built to modern flood-elevation standards on Dune Road and along the bay.
We log readings on the same materials in the same spots every day, so the trend line is visible, not implied. Equipment stays until materials reach a documented dry standard measured against unaffected material of the same type in the same house. A reading that plateaus tells us something is still feeding it, and finding that is our job.

Basements flood on the mainland side of the Village for reasons that often have nothing to do with a burst pipe: groundwater through the slab and cold joint, a sump pump losing power in the storm it exists for, or surface water backing up through a window well. On the barrier beach side, bay-driven flooding can outpace any pump. Groundwater intrusion is treated as contaminated under the IICRC framework, which determines what can be dried in place and what has to come out. What you rebuild afterward follows whichever flood code applies, Chapter 91 inside the Village or the equivalent Southampton Town requirements beyond 531 Dune Road.
Most of residential Westhampton Beach, like most of the South Fork, runs on individual septic systems rather than a municipal sewer main. The Village began connecting the Main Street business district to Suffolk County's sewage treatment plant in 2021 as a nitrogen reduction effort, but that covers the commercial strip, not Village homes. For most houses here a backup is your own tank, line or leaching field, often triggered by a saturated field from a high water table. Sewage is Category 3 water under IICRC S500, a health hazard classification that dictates the response regardless of severity: containment goes up, and porous materials that absorbed the water come out rather than get dried.
Wind-driven rain enters through a storm-created opening such as lifted shingles or a blown-in window, usually the most insurable of the three. We tarp, dry the interior, then repair the envelope. Storm surge and rising bay water is the flood scenario behind Westhampton Beach's worst historical loss in 1938; surge water is Category 3, and the rebuild falls under Chapter 91 inside the Village or Southampton Town code beyond it. Groundwater surcharge after sustained rain shows up once the storm has passed, which is why homeowners often miss the connection.
Coverage, briefly and honestly. Homeowners policies generally respond to sudden and accidental water and generally exclude rising surface water and surge, which fall to a separate flood policy. Gradual or long-term leakage is treated differently again. We document every loss thoroughly and work with whichever adjuster is assigned, but we are contractors, not licensed insurance advisors. Category describes contamination: Category 1 is clean supply water, Category 2 carries meaningful contamination, Category 3 is grossly contaminated and includes sewage, surge and groundwater. Category also degrades with time and temperature, which is the strongest argument for calling immediately rather than waiting. Class describes the evaporation load, how much water is present and how hard it will be to remove, and it sets how much air movement and dehumidification the house needs. Equipment placed to a calculated load, rather than to whatever fits on the truck, is the difference between a five-day dry and a fifteen-day one.

The 1992 nor'easter and the lawsuit against the U.S. Army Corps of Engineers happened in the Village of West Hampton Dunes, a separate municipality that incorporated on its own in 1993 because of that storm.
